(From Yahoo) Reuters - Rwanda plans to encourage male circumcision to help the tiny African nation curb HIV/AIDS rates, a senior official told Reuters on Friday.

"a recent survey showed a 3 percent HIV/AIDS prevalence rate in the country, relatively low compared with neighbouring states." This means (assuming, as I don't, that the studies are accurate) that circumcision will be even less cost-effective in Rwanda than other countries, as in the developed world.

Trying to tell men, "Circumcision prevents HIV but it won't protect YOU" is a crazily mixed message. They'll only hear the first part.

The world-wide circumcision campaign has been planned and mapped out by men whose interest is not so much preventing AIDS as promoting circumcision. You see the same few names again and again - Bailey, Halperin, Morris, Wiswell, Schoen.
